Four operating companies. One group. Real shared infrastructure.
TIFA is a privately held group of four operating companies, founded in 2023 by Michael Border and headquartered in Wales. Each company has its own leadership, its own customers and its own P&L. They share one operating standard, one technology spine, and one workforce supply.
The group exists because supported accommodation in Wales is a vertically integrated problem. Local Authorities need homes, support, compliance and staff to land together, at standard, fast. TIFA solves all four under one roof.

Governance
Compliance-first by design.
Leadership
Each operating company has named leadership. TIFA Life is run by Hannah Rees, Operations Lead, currently in CEO transition. Daniel Clark leads commercial across the group. Bessie Johnson holds the safeguarding standard as Operations Manager and Designated Safeguarding Lead.
Safeguarding
Housing vulnerable young people is the central work. Safeguarding policy, training and reporting are built around it across the group, with a single Designated Safeguarding Lead at group level.
Cadence
Group function is small by design: capital allocation, brand, shared standards. Leadership reviews run quarterly. Compliance and safeguarding audits run on a defined cycle. Each operating company stays close to its own customers, the group stays close to the standard.
